In 2002, the Carver Heights East community took the first significant step in controlling its future development and revitalization by forming a non-profit, Community Development Corporation (CDC) that specializes in housing and economic development. 

 

The CDC will serve as the community's business and housing development tool to carry out its vision for excellent schools, quality affordable housing, and quality retail to make Carver Heights East an attractive place to live, work, recreate and worship.

Building a Strong Community

 

Implementing the Vision

 

On April 16, 2002 the Carver Heights East Community (CHECDC) was hit by several tornados.  It was so devastating that it took homes away and trees were blown out of the ground.  The neighborhood was blocked off because of the damage and families were trapped in their homes.  Because of the damage that was caused, it called for the community leaders to get together to do something about the situation of our residents that needed help with getting their homes put back together.

 

Carver Heights East Boundaries

 

The old boundaries were: North-East Rosedale, East-Truman Drive, South-Ramey and West-Hwy 820 South (325 homes).  In 2007 Carver Heights East Boundaries were extended further South to Wilbarger; now having over 700 plus homes.

 

Residents of Carver Heights East

 

70 percent of our residents are Senior Citizens.  During this transaction our residents insurance would not pay for a lot of the damages, and we also had some that didn’t have insurance on their properties.  Our Leaders in the neighborhood got together and got busy finding out what could be done.  First, Carver Heights East became a Non-Profit organization; then we began writing grants.  CHE presented their proposal with other Non-Profit organizations and won the Model Block grant which awarded 1.2 million for the neighborhood.

 

Residents Improvements

 

Carver Heights East Community Development Corporation (CHECDC) has completed:

 

  • 20 Home Improvements (seniors approved to receive complete home makeover from 30k-40k each)
  • 37 Minor Home Repairs (seniors/residents) 
  • Sidewalks thru the entire neighborhood
  • 45 New Street Tooper
  • 1 New Construction (built new home and approved a 1st time buyer that received up to 14,999 off of home)
  • CHE CDC bought older home, remodeled, and sold to 1st time buyer that also received 14,999 off of home.

 

CHE, a community with all elderly residents; will all live in weatherized homes; a new housing development affordable for our 1st time buyers and young families. 

 

Economic Development

 

CHE envisions businesses along Hwy Loop 820 that will cater to the needs of Carver Heights East and supply employment for residents in the area.  CHE has continued to help our elderly with different programs.

 

Partnerships and Joint Ventures

 

CHE envisions strong partnerships with Investors and Banks.  CHE in the future is looking at buying property to build new development, retirement home by the lake, and a new office for the community.

 

Services

 

CHE office is open daily and all residents and surrounding areas call or come by the office for information on various programs and services.  We meet every 2nd Tuesday of the month to inform residents on programs or events that are coming up.

 

Events

 

CHE keeps the elderly and children very busy in the neighborhood, we provide:

Annual-Walk-Thon, Annual Neighborhood Picnic, Neighborhood Night Out, Neighborhood Garage Sale, Neighborhood Clean-up, and Exercise Weekend.
